The City of Belleville is pleased to introduce the new Short-Term Accommodation By-law (By-law 2025-176) which will take effect on Dec. 1.
This new-and-improved by-law was created under the guidance of the By-law Review Ad Hoc Committee, who were tasked with reviewing and updating the Clean Yards, Littering, Noise, Property Standards, and Short-Term Accommodations (STA) by-laws. After gathering feedback from the community on the former STA By-law (By-law 2022-52) and careful consideration, the following changes have been implemented:
Increased insurance coverage requirement to $5 million
Reduced total number of licenses allowed in the city to 130 (down from 150)
New required code of conduct for licensees
New designation of bed and breakfasts as Owner-Occupied STAs (formerly under the Business Licensing By-law)
New designated appeal body
Updates to licensing fees (increases to renewals and Owner-Occupied STA licensing)
General languages changes to improve readability and understanding
