Belleville Council not in agreement: Councillor Henderson’s speed enforcement camera hours request

Belleville Council members discussed the current speed enforcement cameras scattered across busy streets in the city and whether or not they should change the hours, eliminate them completely, or keep them as is.

At the Council meeting of June 9, 2025 under New Business, Councillor Henderson requested a staff report outlining “The steps necessary for disabling the automated speed enforcement cameras between the hours of 11:00 PM and 7:00 AM daily and provide a sample resolution”.

The City of Belleville has 11 Community Safety Zone locations:

  • Victoria Avenue from Humewood Drive to Park Lane
  • Palmer Road from Bridge Street West to Dundas Street West
  • Harder Drive from Avondale Road to Palmer Road
  • Sidney Street from Moira Street West to Bridge Street West
  • Cannifton Road from College Street East to Bell Boulevard/Adam Street
  • Sidney Street from Tracey Street to College Street West
  • Harmony Road from Highway 37 to 449 Harmony Rd, Dundas Street East from George Street to First Street
  • Ashley Street from Ducette Road to Old Madoc Road
  • College Street East from North Front Street to Cannifton Road
  • Bridge Street East from Sidney to Haslett.

In a report made to Council regarding the request, it was said that while it is completely at Council’s discretion to disable the automated speed enforcement cameras between the hours of 11:00 PM and 7:00 AM daily, staff do not recommend a change from current 24 hours per day enforcement.

However, if Council chooses to limit the enforcement times of the ASE cameras, a resolution as follows could be used to direct staff; “THAT Council direct staff to undertake the necessary steps to disable ASE camera enforcement between the hours of 11:00 PM and 7:00 AM daily commencing September 1, 2025”.

Most Council members were not in agreement with changing the hours of operation for the speed enforcement cameras, with the majority suggesting they stay on 24/7 and bringing up the point that serious collisions are most likely to happen in the evening and early morning hours.

The staff report was received as information by Council.
