SIU investigation into Cobourg injury discontinued

Ontario’s Special Investigations Unit has discontinued an investigation into an incident from September of last year where a Cobourg woman was reportedly injured.

Back on Sept. 15, 2025, the SIU stated a woman contacted the Cobourg Police Service and disclosed that she had engaged in self-harm.

Officers were dispatched to her residence, and upon arrival, located the woman with a laceration across her neck.

She was apprehended under the Mental Health Act and during that apprehension, the woman actively resisted officers’ attempts to provide interim medical attention and struggled throughout the restraint process while officers attempted to gain control and restrain her safely.

The woman was transported to the hospital for evaluation and released the next day.

A week later on Sept. 22, the woman attended the police station to report she had suffered a fractured arm when two male officers restrained her the week prior.

The Deputy Director of the SIU, Stacey O’Brien stated on Monday that based on the SIU’s preliminary inquiries, which included a review of video footage and medical records, it was determined that the investigation should be discontinued.
The evidence established that no male officers participated in the apprehension of the woman, and it was hospital personnel, not police, who secured the woman to the hospital bed.
In addition, medical records showed that the woman’s fracture occurred prior to the day of her apprehension, so no officer was responsible for her injury and the file has been closed.
