In an effort to promote discussion on key issues during the current election period, we are giving candidates the opportunity to answer a number of questions that may be of interest to local voters.
Everyone receives the same questions, and their answers are presented with minimal editing for format purposes only.
Here is the candidate profile for Ward 2 Bloomfield/Hallowell council hopeful Mark E. Hopper.
Election day is October 26th.
Question 1 – Why are you running and what are your main priorities if elected/re-elected?
We need a change of direction and thoughts at the table. Number one priority is to stop the debit.
Question 2 – How do you balance budgetary restraint with continuing increases in many areas of the municipal budget?
I would strategically manage budgetary constraints amid escalating expenses by safeguarding critical services, rigorously scrutinizing all expenditure growth, and identifying operational efficiencies. My core focus would center on preserving infrastructure integrity, conducting thorough evaluations of non-essential spending, and actively pursuing financial support from provincial and federal sources. Any proposed tax adjustment must be thoroughly substantiated, accompanied by transparent communication detailing precisely how taxpayer funds will be allocated and utilized.
Question 3 – Infrastructure projects are a huge strain on local budgets, especially when it comes to water/wastewater. How can we address/reduce these costs moving forward and mitigate the impact for ratepayers/taxpayers?
I would prioritize preventative maintenance, coordinate road and utility work, and phase major projects to control costs. Pursuing government funding, ensuring development pays its fair share, and managing reserves and debt responsibly can help limit increases while protecting reliable services for residents.
Question 4 – What measures can the municipality take to address the issues of affordability and housing security?
I’m committed to championing affordable rental options and secondary suites, streamlining approval processes, and collaborating with nonprofit housing organizations. Through strategic government funding, safeguarding current affordable housing stock, and supporting residents facing homelessness, we can decisively transform the County into a more affordable place to live and ensure people maintain stable housing security. Question 5 – Homelessness has become a major issue for most local communities. What would you do to address this issue and what needs to happen to have a meaningful impact?
The county has a place called Kates Rest, gives a bed and a place to belong for those that are displaced but is limited and is not funded by PEC but they could support it with some funding. It has been open for years and the need is great more now then ever. The CAO is aware of it and has visited there. I inquired why it was not supported? he said its a “Provincial thing” and left it there. I could see that he did care but hands are tied. Lets loosen those hands. Its everyone’s thing. I am a big advocate of our homeless and its not new to me and I will not Iet it go. ” Kate’s Rest Foundation provides safe, healthy housing and fosters a sense of community to empower individuals to live well and contribute to society. ” From their website.
Question 6 – What message do you want the voter to know about you and your campaign and your priorities for the next four years?
I’m excited to run because Prince Edward County and its wonderful residents mean so much to me. With decades of community involvement and 37 years leading teams in senior roles, I’m confident I can bring valuable expertise, thoughtful decision-making, and genuine openness to our Council conversations. What matters most to me is managing our finances wisely, improving our roads, and preserving what makes our County special—all while keeping it accessible and inviting for everyone. By running for Ward 2 in Bloomfield/Hallowell, I’m looking forward to continuing my service and making sure our residents’ needs stay at the heart of everything we do.
