Several charges have been laid in a slew of criminal incidents in Northumberland County.
Impaired Driving/Break-and-Enter
On September 15, 2026, at approximately 6:25 p.m., officers received multiple reports regarding an individual who had entered a residence and was attempting to gain access to other homes in the area of Prince Edward Street and Stephen Street in the Municipality of Brighton.
Callers provided police with a description of the individual and their vehicle. A subsequent report indicated the same person had been involved in a collision with a parked vehicle. No injuries were reported.
Police located a vehicle matching the description provided by callers and took the individual into custody. Officers initiated a parallel impaired operation investigation.
Glenn Kennedy, 61, of Brighton, was arrested and charged with:
– Operation while impaired – alcohol and drugs
– Failure or refusal to comply with demand
– Dangerous operation
– Unlawfully in a dwelling house
– Possession of break in instruments
– Break, enter a dwelling house with intent to commit indictable offence
The accused was held to appear before the Ontario Court of Justice in Cobourg.
On September 10, 2026, at approximately 10:45 p.m., OPP received a complaint regarding a vehicle unable to maintain its lane on Elizabeth Street in the Municipality of Brighton. Another caller reported the same vehicle had collided with a commercial building on Elizabeth Street, causing damage.
Officers arrived and, after speaking with the driver, initiated an impaired operation investigation which resulted in the individual being taken into custody. Further investigation revealed the passenger had also operated the vehicle a short time earlier, resulting in a second impaired operation investigation.
Both occupants were arrested.
Hannah Cooper, 24, of Belleville, has been charged with:
– Operation while impaired – blood alcohol concentration (80 plus)
– Operation while impaired – alcohol and drugs
– Obstruct peace officer
Sarah Davis, 21, of Greater Napanee, has been charged with:
– Operation while impaired – blood alcohol concentration (80 plus)
– Obstruct peace officer
Both accused are due to appear before the Ontario Court of Justice in Cobourg in October 2026.
In addition, a 90-day Administrative Driver’s Licence Suspension (ADLS) and seven-day vehicle impoundment were imposed.

Weapons Offence
On September 13, 2026, at approximately 4:50 p.m., OPP received a complaint that an individual had pointed a firearm at a number of people operating personal watercraft in Presqu’ile Bay from the area of Harbour Street in the Municipality of Brighton.
Officers attended and took one person into custody. An air pistol was seized during the investigation.
Julian Glenn, 62, of Brighton, has been charged with:
– Pointing a firearm
– Possession of weapon for dangerous purpose
The accused was held to appear before the Ontario Court of Justice in Cobourg.
Break and Enter
On September 8, 2026, at approximately 5:30 p.m., police received a report that a residence on Front Street East in the Municipality of Trent Hills had been broken into and property stolen.
As a result of the investigation, on September 16, 2026, one person was taken into custody.
Rachel West, 41, of Oshawa, has been charged with:
– Mischief – destroys or damages property
– Theft under $5,000
– Break, enter dwelling house – commit indictable offence
The accused is scheduled to appear before the Ontario Court of Justice in Cobourg in September 2026.
Collision Investigation
On September 12, 2026, shortly after 9:00 p.m., a single-vehicle collision was reported on Barnes Road in the Township of Cramahe. Emergency Medical Services (EMS) were also dispatched after a pickup truck was reported to be on its side and blocking the roadway.
One occupant fled into an adjacent field. Members of the OPP Emergency Response Team (ERT) and Canine Unit (K9) attended to assist with the search.
During the investigation, police determined the remaining occupant had provided false information.
As a result of the search, one individual was located on a nearby property and arrested.
There were no serious injuries reported as a result of the collision.
In addition to a number of Highway Traffic Act (HTA offences, Jamie HOLMES (34), of Cobourg, has been charged with:
– Dangerous operation
– Failure to comply with release order – other than to attend court – four counts
The accused was held for a bail hearing before the Ontario Court of Justice in Cobourg.
Samantha Dexter, 36, from the Township of Cramahe, has been charged with:
– Public mischief
– Obstruct peace officer
The accused is scheduled to appear before the Ontario Court of Justice in Cobourg in December 2026.
Stunt Driving Charges
Northumberland OPP continues to urge motorists to slow down and obey posted speed limits.
On September 13, 2026, an officer was conducting patrols on County Road 45 in the Township of Hamilton when a passenger vehicle was observed travelling at 142 km/h in a posted 80 km/h zone.
As a result, a 57-year-old male from Etobicoke has been charged with:
– Drive motor vehicle – perform stunt – excessive speed
On September 12, 2026, shortly before 2:00 a.m., officers conducting speed enforcement on Highway 401 eastbound in the Municipality of Brighton observed a passenger vehicle travelling at 182 km/h.
A 17-year-old male from Scarborough was charged with:
– Drive motor vehicle – perform stunt – excessive speed
For those charged with stunt driving, in addition to a future court date, a 30-day driver’s licence suspension and 14-day vehicle impoundment were imposed.
On September 12, 2026, at around 2:30 a.m., officers observed a pick-up truck travelling on Highway 401 eastbound in the Municipality of Port Hope at a speed of 151 Km/h.
The vehicle was stopped and a number of additional offences were identified.
A 35-year-old male from Merrickville, was charged with:
– Drive motor vehicle – perform stunt – excessive speed
– Drive motor vehicle – not equipped with ignition interlock device
– Novice driver – B.A.C. above zero
– Class G1 license holder – drive on prohibited highway
– Class g1 license holder – drive at unlawful hour
– Fail to surrender insurance card
In addition to a future court date, the driver received a 30-day licence suspension and the vehicle was impounded for 45 days.
