The City of Belleville is inviting residents to attend a Statutory Public Meeting regarding a proposed amendment to the Housing, Downtown Revitalization and Brownfield Redevelopment Community Improvement Plan (CIP).
The Public Meeting will be held on Monday, Aug. 10, 2026, at 4 p.m. in Council Chambers on the fourth floor of City Hall, 169 Front St. The purpose of the Public Meeting is to provide an opportunity for the public to provide comments on the proposed amendment to the Community Improvement Plan. The proposed amendment applies to all lands within the geographic boundaries of the City of Belleville. As a result, no key map is provided.
The Community Improvement Plan offers City-wide financial incentive programs aimed at encouraging:

the development of missing middle and affordable housing;

the rehabilitation of existing buildings to revitalize the downtown; and
-
the redevelopment and rehabilitation of underutilized brownfield sites to support new housing and revitalization goals.
The proposed amendment is designed to offer Council more flexibility when reviewing eligibility requirements to expedite approvals of major housing projects. To view the proposed amendment, residents are encouraged to visit the CIP Housekeeping Amendment project page.

Providing comments
Any person may attend the Public Meeting and make oral submissions or submit written comments regarding the proposed Community Improvement Plan Amendment. Written comments may be mailed or delivered in person to the Policy Planning Section at City Hall, 169 Front St., Belleville, ON K8N 2Y8, or emailed to planning@belleville.ca.
Appeal information
If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Belleville to the Ontario Land Tribunal but does not make oral submissions at the Public Meeting or submit written comments to the City before the Community Improvement Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at the Public Meeting or submit written comments before the Community Improvement Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Notification of Council’s decision
Anyone wishing to be notified of Council’s decision on the proposed Community Improvement Plan Amendment must submit a written request to the City Clerk, City Hall, 169 Front St., Belleville, ON K8N 2Y8, or by email to planning@belleville.ca.
