Low-income seniors and persons with disabilities water and wastewater rebate program launched in Belleville

By Paul Martin Apr 20, 2026 | 10:44 AM
The City of Belleville is introducing a Low-Income Seniors and Persons with Disabilities Water and Wastewater Rebate Program to help eligible residents manage the cost of water and wastewater services.
The new program builds on the City’s existing Low-Income Seniors and ODSP Property Tax Rebate and is designed to provide additional financial relief to those who qualify.
The annual rebate is available to eligible low-income seniors aged 65 and older and persons with disabilities who own and occupy their home as their principal residence and have a water account in good standing.
Approved applicants will receive a non-cash credit applied directly to their water bill:
  • $420 per year for properties receiving both water and wastewater services
  • $200 per year for properties receiving water service only
The rebate is applied once per year following application approval and is expected to offset approximately 25 per cent of average annual utility costs.
To simplify the process, the program is aligned with the City’s existing Property Tax Rebate Program, allowing eligible residents to apply through a single application.
Details on eligibility, application requirements and submission forms are available at Belleville.ca/WaterRebates or at City Hall, 169 Front St.
For more information, contact the City’s water billing team at 613-966-3657 or waterbilling@belleville.ca.
