PEC Council appoints Adam Goheen Chief Administrative Officer

By Paul Martin Mar 11, 2026 | 5:36 AM

Council for the County of Prince Edward has appointed Adam Goheen the permanent chief administrative officer (CAO) for the municipality. Mr. Goheen had served as the interim CAO since May 2025.

“On behalf of Council, I am pleased to announce that Adam Goheen will continue on as the senior administrator for the County of Prince Edward,” Mayor Steve Ferguson says. “Mr. Goheen has stepped up and brought stability to the organization over the past 10 months. Under his leadership, the municipality made progress in key areas such as finalizing the asset management plan, fostering a collaborative municipal budget process, and conducting a review of our long-range growth-related infrastructure planning.

“His proven experience and leadership skills will be critical in the coming months as Council completes its current term and we move into a municipal election this fall,” Mayor Ferguson adds.

Mr. Goheen has taken on increasingly senior roles throughout more than two decades of municipal government service. With experience in infrastructure planning, construction and maintenance, Mr. Goheen brings vast knowledge of municipal operations, financial management, and strong leadership abilities. Originally from Prince Edward County — growing up in what was then Ameliasburgh Township — Mr. Goheen joined the municipality in July 2020 as the Director of Operational Services. In January 2024, he was appointed to the position of Director of Housing.

“I am delighted for this opportunity to continue leading the Prince Edward County team as we work to carry out the direction of Council and deliver the municipal services our residents rely on every day,” said Mr. Goheen.  “Over the past 10 months, I have had the pleasure of getting to know staff from across the organization. I am proud to serve alongside such a talented, dedicated, and community-minded group of people.”

Last year, Mayor Ferguson delegated to County Council the power to appoint or dismiss the Chief Administrative Officer in accordance with section 284.13 (1) of the Municipal Act. Click here to read the full text of the Mayoral Decision. Mr. Goheen’s appointment follows Council’s direction at the Council meeting on Tuesday, March 10, 2026.
