Work on the York St reconstruction project in Picton has concluded for the fall construction season.
All excavation work to support the replacement of underground infrastructure has been completed.
Due to delays in utility and atypical December weather, the contractor was unable to put down base asphalt. A temporary driving surface has been installed on York St. The contractor will repair the surface if necessary throughout the winter.
The contractor will complete the surface works, including asphalt, curb, and sidewalk in Spring 2026 in accordance with the original project schedule. A temporary closure of York St will be required to complete this work. The municipality will issue a notice in advance of the closure and work recommencing.
Hydro One relocations to support the surface works will occur in the coming months. A temporary closure of York St may be required to complete the relocations.
Update on Picton Main St closure:
Closure of the eastbound lane of Picton Main St, originally scheduled for Dec 1-12, is no longer required.
After further investigations into the condition of the existing pipe segment adjacent to Picton Main St, The County, D.M. Wills, and the contractor determined that it was suitable to use cast in place pipe (CIPP) liner as no structural defects were discovered. The existing manhole adjacent to the Picton Main St sidewalk was also investigated further and does not require replacement; however, internal modifications and improvements will be undertaken.
This change in scope will result in a significant cost savings on this project.
The eastbound lane of Picton Main St will still need to be closed for one week in Spring 2026. This closure will allow the contractor to install sanitary by-pass pumping that is required for the CIPP liner and manhole improvements.
Temporary traffic signals will ensure one lane of traffic always remains open. Signage will direct drivers to an alternate route around the construction using Walton St, King St, and Paul St. The municipality will issue a notice in advance of the lane closure.
Project Background
The municipality is tackling this project on York St in Picton to ensure nearly 400 residential and commercial properties continue to have reliable sanitary sewer service. This project was a high priority because of the deteriorating condition of a large trunk sanitary sewer that runs underneath York St.
County Council awarded the tender in the amount of $855,941 plus HST for the project on September 23, 2025 to Cobourg Development Services Ltd. Council approved the project in the 2024 capital budget.
The construction schedule is subject to change if unforeseen conditions are encountered. Updates and reminders will be shared with the public.
