Belleville Council will be asked on Monday to greatly increase the budget for a project essential to future residential growth in the west end of the city.
Staff are asking that the 2026 Capital Budget for the Avonlough Sewage Pumping Station (Capital Budget Issue 24-1.001) be amended to provide additional funding in the amount of $30,000,000 for a total budget of $85,000,000.
$55,000,000 was in the 2026 capital budget for two phases of construction, but Council will be asked on Monday to award a tender to Peak Construction Group Ltd. for Contract ENG-2026-04 Avonlough Sewage Pumping Station in the amount of $38,192,900.00 plus $4,965,077.000 HST for a total dollar amount of $43,157,977.00.
It was the lowest of the four tenders received for the work, which is the first of two phases for the project.
Staff say that based on the confirmed low bid for Contract 1 and the pre-tender estimate for Contract 2, the current approved budget is insufficient, and an additional $30,000,000 is required
to complete Phase 1 of the project (both Contracts 1 and 2). They say the project aligns with the City’s strategic priorities by providing essential wastewater servicing capacity which is required for the expansion of housing in the area of the West Belleville Secondary Plan.

The West Belleville Secondary Plan area (about 950 hectares) is a major planned growth area
expected to support over 11,400 new homes over the next 25 years.
Wastewater servicing plans (from 2010) divide the area into three drainage areas. While two
areas are already largely serviced and nearing full development, most remaining growth
depends on the Potter Creek Drainage Area (see Attachments 1 and 2).
The Avonlough Sanitary Pumping Station and Conveyance project within the Potter Creek
Drainage Area will ultimately service approximately 9,000 new residential units in the west end
of the City of Belleville. The new Avonlough Sanitary Pumping Station will initially have
capacity of 108 L/s for 1800 housing units which is expected to provide 10 years of residential
development and growth potential. The station will be expandable to 490 L/s with phased
upgrades over time with an ultimate build out of approximately 9,000 units in the Potter Creek
sanitary drainage area to support this development area well into the future.
