First and Last Name
Spencer Hutchison
What position are you seeking in the upcoming municipal election on October 26?
Quinte West – Councilor – Trenton Ward
Question 1 – Why are you running and what are your main priorities if elected/re-elected?
I am a life-long resident of Trenton and have believed in community service and giving back for the majority of my adult life. I am actively involved with Quinte West Soccer, HPE Learning Foundation, Connect Quinte Affordable Housing Corporation and Belleville Quinte West Community Health. My philosophy is “everyone counts or no one counts” [borrowed from writer Michael Connelly]. Lastly, I have been involved with municipal land use planning for over 30 years and am very experienced in working with others to get projects, whether big or small, approved and built. to promote “real” affordable housing; to encourage for “smart” economic growth; to advocate for “enhanced” public spaces and active transportation; to campaign for downtown housing and improved parking.
Question 2 – How do you balance budgetary restraint with continuing increases in many areas of the municipal budget?
Because of inflation it is not possible to hold a budget to a “zero” percent increase. This will only cause major problems in subsequent years. You need to go through the budget carefully and fully understand the competing demands. Then look at the municipalities priorities and goals and allocate funds wisely with thoughtful input. And at times there are going to be difficult decisions and trade-offs. But that is what leadership is all about. Making a hard decision and sticking by it and explaining why you voted the way you did.
Question 3 – Infrastructure projects are a huge strain on local budgets, especially when it comes to water/wastewater. How can we address/reduce these costs moving forward and mitigate the impact for ratepayers/taxpayers?
It is necessary to prioritize the projects and set aside funds accordingly even if a reserve fund needs to be established for a few years. To have an up to date 5 to 10 year infrastructure plan that allows for synergies to be promoted and projects grouped to get the best band for the buck.
Question 4 – What measures can the municipality take to address the issues of affordability and housing security?
By identifying and providing surplus municipal land and offering programs to offset the cost of development. Such as fees, development charges and property tax rebates.
Question 5 – Homelessness has become a major issue for most local communities. What would you do to address this issue and what needs to happen to have a meaningful impact?
In Quinte West municipal land has been identified that would provide an excellent location for providing a form of housing and security for individuals. But it will take a team effort with other agencies.
Question 6 – What message do you want the voter to know about you and your campaign and your priorities for the next four years?
I have lived on Dundas Street West in Trenton for 70 years and have been out giving back to the community through being a member of the Quinte West Soccer Club, HPE Learning Foundation and food for learning, Connect Quinte Affordable Housing Corporation and Belleville Quinte West Community Health. And as a still practicing municipal planner I fully understand how communities operate, grow and become a great place for all of us to live.
