Construction is now underway on Greater Napanee’s new in-town trail, marking a significant step forward in the Town’s commitment to active transportation, recreation, and community connectivity.
The first phase of the project involves brushing and clearing along the former CN Spur Line between Dairy Avenue and the Highway 401 bridge. Contractors will then remove the existing rails, spikes, and plates.
This work is expected to take approximately two weeks to complete. During this phase, residents can expect an increase in construction-related traffic, including trucks and heavy equipment entering and exiting the work area. Temporary dust, noise, and other minor disruptions may occur during working hours.
The next phase of trail development will be completed by Town staff.
The Public Works Department will lead the work, with support from Parks and Cemetery staff, following completion of the Town’s summer capital works program. Trail construction is expected to resume in late August or early September, with project completion anticipated by October.
The development of a new in-town trail will:
- Expand opportunities for active transportation and outdoor recreation;
- Encourage healthy and active lifestyles;
- Improve connections between neighbourhoods, parks, and community amenities; and
- Support Greater Napanee’s long-term vision of a connected, accessible, and vibrant community.
The cost to remove the rails, spikes, and plates from the in-town section of the trail (1,400m), is $40,000 plus HST. The recovered rail materials have a scrap value of $36,025, offsetting a significant portion of the removal costs.
Funding for the in-town trail project was approved through the Town’s 2026 Capital Budget, which includes a total project allocation of $70,000 funded entirely through development charges. This includes $65,000 for construction materials and $5,000 for rail removal costs not covered by the scrap value.

Once complete, the trail will provide residents and visitors with a safe and accessible route for walking, running, cycling, and enjoying the outdoors while linking key destinations throughout the community.
