Message From Outgoing Chair Adam Bureau
“Serving as Chair of the Cobourg Police Service Board has been one of the greatest honours of my public
service career. It has also been one of the most challenging and rewarding responsibilities I have ever
undertaken. Throughout my time as Chair, I have had the privilege of working alongside extraordinary
people who dedicate their lives to protecting and serving our community. To the Cobourg Police
Association and Senior Officers Association, every sworn officer, every civilian employee, and the
leadership of the Cobourg Police Service — thank you. Thank you for your professionalism, your
dedication, your sacrifices, and your unwavering commitment to the people of Cobourg. I have seen
firsthand the challenges you face, the pressures you carry, and the compassion you demonstrate, often
when nobody is watching. Behind every uniform is a person. Behind every employee is a family. And
behind every call for service are people who have chosen to dedicate their careers to helping others. That
is something I will never forget. To my fellow Board members, thank you for your commitment, your
courage, and your willingness to work through some incredibly difficult circumstances. We have faced
challenges, made difficult decisions, and sometimes had differing opinions. But through it all, I have always
believed that our responsibility was greater than any one individual. It was about doing what was right for
our community and for the people who serve it. I am proud of what we have accomplished together. From
opening our Board meetings to the public and making them accessible through livestreaming, to
strengthening financial oversight, welcoming community members into the budget review process, and
helping guide the Service through significant leadership changes, we have worked to build a more open,
accountable, and transparent Board. Not every day was easy. Not every decision was popular. And not
every challenge has been resolved. But leadership is not about having all the answers. It is about showing
up, taking responsibility, and continuing to do the work, especially when things become difficult. I have
complete confidence in Vice Chair Sean Graham as he steps into the role of Acting Chair. Sean has my
respect, my gratitude and my full support, and I know he will bring his own leadership, dedication and

commitment to the Board. My decision to step down before November 14 is about ensuring a smooth
transition and giving the next Chair the opportunity to prepare for the responsibilities ahead. I will remain
an active and committed Board member until my term concludes. As I reflect on my time as Chair, what I
will remember most will not be the meetings, the reports, the budgets, or the difficult decisions. It will be
the people. The officers who put on their uniforms every day, not knowing what challenges await them.
The civilian staff whose important work often happens behind the scenes. The families who make
sacrifices alongside their loved ones. And the Board members who give their time because they believe
in serving this community. I have always believed that policing is about more than enforcement. It is about
trust, compassion, partnerships, and community. We cannot police our way out of every social challenge,
but by working together, we can build a safer and stronger Cobourg. I leave the Chair’s position with
tremendous gratitude, respect, and pride in the people I have had the privilege of serving alongside.
Positions and titles are temporary. The people we serve, the relationships we build, and the difference we
make are what truly matter. From the bottom of my heart, thank you for allowing me the privilege of
serving as Chair of the Cobourg Police Service Board. It has been an honour I will carry with me for the
rest of my life.” – Adam Bureau
