The City of Belleville is moving forward with the Avonlough Sewage Pumping Station Project to address critical wastewater infrastructure needs in west Belleville and support future residential and community growth within the Loyalist West Secondary Plan area.
The multi-phase project will replace aging infrastructure and significantly increase wastewater servicing capacity, supporting approximately 9,000 future housing units while improving long-term system reliability.
The existing system does not provide sufficient capacity for planned growth, making comprehensive upgrades necessary to ensure reliable service and unlock development opportunities in the west end.
Planned components of the project include construction of a new Avonlough Sewage Pumping Station, reconstruction of Bridge Street West including watermain, sanitary sewers, storm sewers and roadway, intersection widening at key locations along Bridge Street West and decommissioning and diversion of flow from the existing pumping station.
Construction for phase one is anticipated to begin in spring 2026, with completion expected by end of 2028. Future construction phasing will be required for the permanent connection to the Belleville Wastewater Treatment Plant.
Residents, businesses and commuters can expect temporary traffic, access and service impacts during construction. The City will provide advance notice of major milestones and maintain access for local properties, emergency services and transit throughout the project.
A public consultation centre will be held to provide project details, anticipated timelines and information on what to expect during construction. The session will take place on April 23, 2026, from 4-7 p.m. at Belleville City Hall in the SMB Room located on the third floor. As no formal presentation will be made, residents are encouraged to attend at their convenience during the scheduled time. Members of the project team will be available to answer questions and gather feedback.
“This project represents a major investment in Belleville’s future,” said Victoria Gibson, Senior Project Manager. “By strengthening wastewater infrastructure in the city’s west end, we’re enabling new housing, protecting public health, and ensuring our servicing systems are prepared to support continued growth.”
