Belleville Council will be discussing a wide range of fees and fines when they gather on Monday afternoon.
The regular council meeting includes reports on two bylaws, one for the fees, charges for various permits and facility rentals and also parking in the city.
Council will also look at the fines charged for infractions in a number of areas.

OVERVIEW – The following areas have included some revisions of note from prior year fees;
Engineering &Development services
This year a new and significant charge was added in the planning section to account for
Official Plan Amendments, Zoning Amendments, and Combined Applications. In particular
there are now fees established to address boundary change requests.
Bylaw
A number of new by-law fines were established this year that were previously not in place.
Additionally, business licenses such as Barber/Hair/Beauty Salon, and Driving have been
adjusted. With respect to animal control; Kennel license and dog tag fees have seen
increases.
Parking:
Meter and permit rates increased as a result of the approved parking study, raising the meters
from $1/hr. to $1.50/hr. Monthly permit costs have been adjusted to $95 per month from $65,
and an additional revenue period is expected in December next year.
Environmental Services / Finance
Recommended revisions to Water and Wastewater rates have been approved by Council
under Report No. DDF-2025-13.
Community Services
Continuing with recommendations approved through the rate study and community
engagement process (DCSD-2024-07) fees are being increased in an effort to better recover
costs in line with approved cost recovery ratios. Additionally, new fees have been introduced
for services and equipment that were not previously included in the by-law, such as stage and
event floor rentals, glass removal, waste disposal, and labour. Recreation monthly
membership rates have been reduced, now calculated based on an average of three visits per
week. Sports field rates will also be more inclusive in 2026, with field lining and maintenance
incorporated directly into the fee.
Transit Services
Transit rates for 2026 will see an increase in both the adult and concession fares for cash
fares, mobile tickets and monthly passes. This is in line with cost recovery expectations and
recommendations approved in the Transit Master Plan.
Revised rates are effective January 1, 2026.
