Belleville man charged with theft, impaired

A theft caught on video from a business in Belleville led to further charges for a city man Tuesday.

After 12 noon, Belleville Police were informed of a theft from a Bell Boulevard business, where video surveillance cameras showed a male suspect stealing items before leaving in a vehicle with a female passenger.

Later, a separate report was filed about an impaired driver in the downtown, with officers discovering a parked vehicle with the same license plate as the one involved in the theft.

After speaking with the driver and reportedly noticing glass pipes in the vehicle, officers arrested and charged 49-year-old Mark Proctor with theft under $5,000 and impaired driving.

He also faces charges of driving with no license and failing to surrender a permit for a motor vehicle and will appear in court in November
