Belleville Police unveil 2026-2029 Strategic Plan to Council focused on community safety

Belleville City Council received the Belleville Police Service’s Strategic Plan this afternoon at City Hall. The Belleville Police Service Board held a meeting this morning regarding their 2026 budget after Mayor Ellis asked for it to be reviewed. The board has decided to keep it at over $33.5 million, a 15% increase from last year.

The Belleville Police Services Board developed a new four-year strategic plan as required under the Community Safety and Policing Act, 2019. The plan is based on extensive community and internal consultation and focuses on strengthening safety, public trust, and organizational capacity.

Extensive engagement shaped the plan:

  • 110 internal members

  • 774 external survey responses

  • 24 drop-in centres

  • 78 round-table participants

  • 23 town-hall participants

  • 111 chamber breakfast participants

When asked “What would you like to see more of?” the top themes identified were:

  • Stronger community partnerships

  • Improved mental health and addictions response

  • Increased police visibility

  • Better recruitment and staffing

  • Streamlined internal processes

  • Enhanced training and development

The plan was created with the community and emphasizes that delivering on it will require additional staffing, better technology and continued funding. It was stated that community safety is essential and requires sustained investment.
