Fraud charges laid against Kingston contractor

By Brock Ormond Feb 4, 2026 | 3:18 PM

Kingston Police is encouraging anyone from in the city or outside its area, including those in Quinte, to come forward if they’ve been defrauded by a local contractor.

In November of 2025 investigators with the Kingston Police Criminal Investigations Division commenced an investigation after receiving complaints from several different parties.

Through the course of investigation, it was determined that a single accused who is listed as the owner and operator of The Oakwood Group Inc. knowingly made false representations to multiple families to induce payments for material, permits and labor collectively exceeding $586,000.

The accused misappropriated funds which included using them for personal construction projects.

The accused also double deposited bank drafts to fraudulently obtain credit and then abandoned those bank accounts. Without justification, the accused failed to pay subcontractors by keeping deposits for themselves.

At this time the accused has not returned any funds to the families.

31-year-old Adam Shulist of Kingston was arrested and charged on Tuesday with four counts of fraud exceeding $5,000, four counts of theft exceeding $5,000, four counts of obtaining money by false pretense exceeding $5,000 and one count of obtaining credit by false pretense exceeding $5,000.

Any Kingston resident who believes they may have been defrauded by Shulist, The Oakwood Group Inc. or Titan Seals Inc. is encouraged to contact Det. Stefan Walker at swalker@kingstonpolice.ca

If you reside outside of Kingston and believe you may have been defrauded by Shulist, The Oakwood Group Inc. or Titan Seals Inc. please report these incidents to your local police agency.
